4. Habitat Protection – Encourages sound habitat practices within fishing operations, such as methods to reduce destruction of aquatic vegetation, destruction of habitat due to pollution, and disturbance caused by recreational activities.
5. Harvest Control – Establishes controls on the harvest, including quotas, size and gear restrictions, and size and species regulations for the fishery.
6. Resource Allocation – Assesses the value of fishery resources through economics as well as cultural and public values, and sets limits and designates responsibility for management.
7. Enforcement – Develops policies and regulations to ensure compliance with management strategies, laws, and international agreements on fishing activities.
