ET-11 is part of the US Department of Education's Regulatory Guidance, and provides guidance to states, tribes, and school districts on their responsibilities under the Individuals with Disabilities Education Act (IDEA). In particular, the guidance outlines the procedures for developing eligibility criteria, evaluation procedures, identification and meeting the needs of individual students with disabilities, and dispute resolution. The guidance also outlines the rights of parents, the roles and responsibilities of teachers, and the state-level implementation of the IDEA.
