-ku's policy
The H-ML-19 plan is a part of Sumida-ku's Comprehensive Disaster Management Plan, which was created in response to the Great East Japan Earthquake in 2011. It is a comprehensive plan to reduce the risks posed by tsunami and other disasters in Sumida-ku, a ward in Tokyo. The plan covers sea walls, evacuation routes, information dissemination, hazard mapping, emergency organization, and more. It focuses on making Sumida-ku a more resilient and disaster-resistant place, with a high priority placed on minimizing loss of life and minimizing economic losses due to disasters.
