CRR 36 is a part of the International Labor Organization’s (ILO) Maritime Labor Convention (MLC), which was adopted in 2006 and came into force in 2013. It is intended to provide protection to seafarers and crew members on commercial vessels, their employers, and the flags that their vessels carry. CRR 36 specifically outlines the standards concerning the recruitment and placement of seafarers, including the recruiting procedures that must be followed, the medical examinations that a seafarer must undergo prior to signing on a vessel, and the procedures for ensuring that seafarers are provided with safe transport to and from the vessel. It also outlines the legal and contractual obligations of employers to the seafarers, and provides guidance on the language, terms and conditions of the employment contract. CRR 36 also sets regulations on the health and safety conditions, social security and other benefits, accommodation on a vessel, and the right of repatriation of seafarers.
