MCC19-16io1B is a so-called "intelligent optocoupler" manufactured by IXYS Corporation. It is an optically coupled mono-stable DC pulse generator designed to provide one output pulse with high isolation. It is designed for a variety of industrial, consumer, and automotive control applications, such as time delay relays in HVAC, fireworks control systems, etc. It features an integrated photodiode with an LED, a voltage converter, and a monostable circuit. The device also has external TTL compatible inputs, as well as low input current level; both of which can be used to conveniently trigger the output pulse. It has a valid input voltage range of 3.0V to 16.0V, and maximum output current of 200mA. The output pulsewidth is adjustable from 0.1 to 4 seconds.
